DescriptionWhen importing a stand with overstorey layer, where both layers have NC area specified, and the user tries to split the NC area into its own stand the import fails and aborts.

A split overstorey NC layer was erroneously associated with its parent stand row instead of its overstorey layer stand row.

To be able to split an ovestorey NC layer, the base stand row must also contain NC area and be split
