DescriptionThe importer expects the stand register to contain data for established stands, just because the mean height was calculated to be >7m.

Raise the threshold to 10 m for the calculated height

 If the calculated height is between 7 - 10 meters the stand register importer will allow the stand to be imported. It will be treated as an established stand when initialized.
